William Hurlock is a seasoned litigator with over 27 years of experience representing clients in False Claims Act (“FCA”), whistleblower, healthcare fraud, and complex commercial litigation matters in federal and state courts across the country. He has secured landmark FCA settlements on behalf of the United States, with recoveries exceeding $600 million, and is nationally recognized for his depth of knowledge in fraud enforcement and healthcare compliance.
Bill assists Frier Levitt’s individual and institutional clients with complex litigation, FCA investigations, compliance issues and enforcement and reform matters.
In addition to his litigation practice, Bill has been appointed by federal courts and government entities to oversee and advise on police department reform initiatives, in cities such as Albuquerque, New Mexico and Minneapolis, Minnesota and with the New Jersey State Police. His work has involved developing protocols and conducting internal investigations focused on improving departmental practices.
Earlier in his career, Bill worked for a United States Congressman and a Member of Parliament in the British House of Commons. He also served in the United States Department of Justice on the staffs of three Offices of Independent Counsel, assisting with high-profile investigations involving United States Cabinet officials and the Attorney General.
A dedicated public servant, Bill was elected to a historic three consecutive terms as Montclair Township’s First Ward Councilor from 2012 to 2024 and served multiple terms as Deputy Mayor. His leadership in local government reflects his deep commitment to public service and civic engagement.
Before joining Frier Levitt, Bill was the managing partner of a national litigation boutique and held senior roles at several prominent Am Law 200 and Global 200 firms. Earlier in his career, he served as Associate Independent Counsel in high-profile federal investigations in Washington, D.C. and taught as an adjunct professor of healthcare law and legal writing at Seton Hall University School of Law.
