Christopher Maniscalco, Esq. is an associate attorney in Frier Levitt’s Healthcare & Life Sciences Departments focusing on regulatory compliance and healthcare transactions. He counsels pharmacies, diagnostic and clinical laboratories, practitioners, manufacturers, and healthcare technology and management companies on regulatory matters related to acquisitions, corporate transactions, mobile healthcare services, telehealth, data privacy and security, AI healthcare integration, billing arrangements, as well as fraud, waste and abuse compliance.
As a healthcare regulatory attorney, Chris advises clients on key federal and state healthcare regulations, including the Anti-Kickback Statute, Federal Stark Law, Healthcare Fraud Statute, and state-specific professional fee splitting regulations.
He also counsels clients on corporate practice of licensed professions, the formation of management services organizations (MSOs), virtual modality requirements for establishing bona fide provider-patient relationships, prescribing limitations, and due diligence for telehealth models.
Additionally, Chris provides guidance on privacy and data security compliance for healthcare and life sciences clients, including HIPAA Privacy and Security Rules, HITECH, and FTC regulations governing personal health records not protected by HIPAA.
Chris regularly advises pharmacies and clinical laboratories on navigating regulatory requirements during transactions, ensuring compliance with change of ownership requirements and/or other licensing obligations.
Before joining Frier Levitt, Chris excelled in the biopharmaceutical industry as a Senior Project Manager and Business Development Leader, leveraging his technical knowledge to develop strategic accounts, while coordinating operational laboratory services.
Chris earned his J.D. from Rutgers Law School where he was an active member of the Rutgers Law School Intellectual Property Law Clinic assisting clients on trademark, copyright, & patent applications, opinion letters, and USPTO responses. He also holds a Master’s in Financial Analysis from Rutgers Business School and a B.S. in Biology from Rutgers School of Environmental and Biological Sciences.
