Benjamin Youssef, Pharm.D., Esq., is a pharmacist attorney in Frier Levitt’s Life Sciences Department, where he offers legal counsel to healthcare organizations and providers of all types, including physicians, specialty, retail, and compounding pharmacies, hospital-owned pharmacies, physician groups, provider coalitions, drug distributors and drug manufacturers, as well as entities that invest in such concerns.
Through his experience, Benjamin offers a full range of legal services, from PBM contract negotiations, PBM audits and termination, wrongful recoupment, wrongful network exclusion, governmental investigations, regulatory guidance, medical record requirements, HIPAA compliance, self-critical analysis, pharmaceutical drug records, electronic medical records, and other regulatory and hospital-related issues. He has both pharmaceutical and legal hospital experience in multiple states, where he has provided clinical guidance to patients, and legal guidance to hospital administrators. Previously, Benjamin represented hospital, healthcare, and pharmaceutical clients in a wide range of complex litigation in federal and state courts nationwide.
Benjamin also advises clients on the federal 340B program, providing guidance to covered entities, contract pharmacies, and other stakeholders on program compliance. He has successfully completed the Apexus Advanced 340B Operations Certificate Program to further advance his 340B knowledge.
He is a guest lecturer for his alma mater, Philadelphia College of Pharmacy, where he teaches pharmacy students about pharmaceutical law and ethics, a course he attended as a student.
Fluent in Arabic, Benjamin adds linguistic versatility to his profession, facilitating effective communication with a wide range of clients.
