He regularly defends clients in Medicare and Medicaid audits and investigations, as well as disputes involving commercial insurers, overpayment demands, payment suspensions, and efforts to revoke or restrict billing privileges. Alfred also represents healthcare professionals in board and license defense proceedings before state regulatory agencies, including the New Jersey Board of Medical Examiners, guiding providers through matters that may impact their licensure, privileges, and professional standing.
Alfred develops and implements comprehensive audit and appeal strategies grounded in detailed reviews of medical records, billing documentation, and applicable CMS and payer guidance. He prepares administrative appeals, legal memoranda, and supporting submissions challenging adverse audit findings, recoupment efforts, and related enforcement actions, with a focus on protecting providers’ financial stability and continued participation in key programs. In addition to responding to government and commercial payer actions, Alfred assists clients in resolving billing disputes, administrative delays, and denials or reductions in payment, helping providers navigate complex payer policies and procedural requirements.
In his compliance practice, Alfred counsels healthcare clients on proactive risk management, including the development of internal policies and procedures aimed at promoting accurate billing, proper documentation, and adherence to evolving federal and state regulatory standards. He also advises on regulatory aspects of commercial healthcare transactions and responding to regulatory inquiries and investigations, where he draws on both his healthcare law background and his prior experience in the financial services sector to help clients understand and manage risk.
Alfred began his legal career as a Judicial Intern to the Honorable Thomas M. Moore, Presiding Judge of the Civil Division of the Superior Court of New Jersey, where he conducted legal research, drafted memoranda, and assisted in the preparation of proposed orders and opinions in a variety of civil matters. He later served as a Summer Associate at Weiner Law Group LLP, where he gained experience in civil litigation, real estate, and employment law. Before joining Frier Levitt as an associate, Alfred worked at the firm as a Law Clerk, where he assisted in Medicare and Medicaid reimbursement cases, contributed to audit defense strategies, and supported providers in responding to overpayment demands and other payer actions.
