A cloture motion is a motion designed to end debate and force a vote. On November 7th, a cloture motion was made on the motion to proceed to the measure presented in Senate (i.e., to vote on the Bill). If 3/5 (i.e., 60 senators) of the Senators vote for cloture, the Bill will be voted on in short order. If cloture is approved, the following process transpires: (1) there can be no more than 30 hours of debate on the bill, (2) no senator may speak for more than an hour, (3) no amendment may be moved unless the amendment(s) was filed on the day between the presentation of the petition for cloture and the actual cloture vote, (4) any amendments must be relevant to the debate, and (5) no other matters may be considered until the matter is voted on an disposed of. We are closely monitoring the progress of the Bill, and will update its status regularly. Stay tuned!
